Save the Date: Oil and War

Captain Mawn’s presentation of will focus on the varied impact of oil on the military activities of Germany, Japan and the USA during World War II. The issues and solutions during this period have direct relevance today. Unfortunately, some in the oil industry & even the military as well as many politicians are unaware of the facts of the significant synergy between “Oil & War”. In the near future, action is crucially needed to pro-actively apply the “lesson learned” of the WWII period relative to current petroleum and military strategy and tactics.
This presentation is based on an unclassified update of some work that Captain Paul E. Mawn USN (Ret.) originally did several years ago for the Chief of Naval Operations as a member of the CNO Executive Panel.
Captain Paul E. Mawn US Navy (Ret.) grew up in Lynn, MA and was commissioned as a Navy ensign via NROTC after graduating from Harvard College (cum laude in Geology). Following communications and intelligence training, he qualified as a surface warfare officer, initially on the USS Spiegel Grove (LSD 32) and later on the USS Thaddeus Parker (DE 369) and the USS Albert T. Harris (DE 447). Upon release from active duty, he received his MBA from Rutgers University and worked in senior management positions in the oil business with both Exxon and Hess Oil. He later became a petroleum consultant with Arthur D. Little Inc. & a partner with Mercer Management Consulting. Later as president of Concord Consulting Group, Paul annually consulted with over 40 major oil companies around the world to enhance their petroleum logistics productivity. During this period, he continued to serve in the active Navy Reserve for over 2 decades in a variety of surface warfare assignments as well as industrial security and petroleum logistics billets. Prior to his retiring after Desert Storm on the deck of the USS Constitution in Boston harbor (i.e.: “Old Ironsides”), Captain Mawn was on the CNO Executive Panel (i.e. active-duty staff in the Pentagon where he directly reported to the Chief of Naval Operations). In this billet, he focused on Navy Petroleum related strategy & issues as well as other assigned tasks from the CNO.
He now lives in Sudbury & Harwich Port with his wife June. Captain Mawn has been awarded: the Navy Commendation Medal (for Desert Storm related activities), the Patrick Henry Silver Medal (for patriotic service from Military Order of the World Wars), the 1st Alumni Leadership Award presented by the Harvard Veterans Alumni Association 2022 as well as various other military medals, ribbons and awards.
